Eleanor has over 25 years experience in market research and urban planning. As the founder of Marketek, she has served as project director for market assignments concerning residential, commercial and industrial uses, large scale planned communities and resorts and adaptive reuse and redevelopment programs. Through her work on downtown revitalization assignments, Eleanor has acquired a strong understanding of what it takes to rebuild a community’s economic base. Eleanor earned a Master of City Planning degree from Georgia Tech and holds a master’s degree in arts/economics and political science from Queen’s University in Ontario.
A Marketek principal since 1989, Mary is experienced with every facet of the business development process – from the perspective of the small business owner and the developer to the economic development professional. Her special skills include market research/feasibility assessments, marketing/business planning, facilitation and organizational development. Mary has worked with communities throughout the nation on various aspects of economic revitalization, leading workshops and making presentations. A graduate of Indiana University in communications, Ms. Bosch later earned a Master of City Planning degree from Georgia Tech.
Having joined Marketek in 1997, Rachel has a broad base of experience in market analysis, economic development, downtown and neighborhood revitalization and affordable housing development. Previous to her association with Marketek, Rachel worked for the Fulton County/City of Atlanta Land Bank Authority, overseeing the acquisition and redevelopment of underutilized tax delinquent property. Since joining Marketek, she has focused on neighborhood and downtown redevelopment strategies. Rachel holds a Master of City Planning degree from Georgia Tech and an undergraduate degree from Vanderbilt University.
Pauline has a broad background as a planner and project manager. Her core skills include strategic planning, neighborhood and downtown master plans, economic development strategies, and research and best practice analysis. With over ten years of experience, Pauline has worked on varying scales of projects from large urban projects with complex public outreach processes to small neighborhood plans grounded in the local context. With experience in Seattle, Oregon, the Bay Area, New York, and Abu Dhabi, Pauline brings a unique perspective and emphasizes solutions informed by the specifics of place and the experience of the individual.

Caroline Evans is a Community Planner whose passion is sustainable solutions, land use analysis, and environmental analysis. She enjoys collaboration with public, private, and non-profit clients on issues ranging from transportation planning to economic development. She utilizes Geographic Information Systems as an analysis tool, as well as to support public outreach. She works creatively to identify technology and policy options that balance the environmental, economic, and social equity goals of her clients and community. Mrs. Evans has 14 years of professional experience, and has successfully obtained numerous entitlements and project approvals for clients. John Matthews, PhD Consulting Associate
John Matthews is an affiliate of Marketek, Inc. whose experience includes over 30 years in financial studies for public sector and private sector projects. His primary focus has been on understanding the fiscal implications of public and private development on local government revenue and expense, with a goal of reducing public risk associated with redevelopment. John has engaged in preparing and reviewing financial models for private sector developments and public/private joint ventures. As a consultant, John has undertaken studies including financial feasibility of a proposed community and conference center in a small Georgia town, feasibility of joint public/private transit oriented development, fiscal feasibility of municipal incorporations and annexations.
John has recently retired as a Visiting Professor in the Public Management and Policy Program at Georgia State University and as a Senior Research Associate at the Andrew Young School of Public Policy, Fiscal Research Center at GSU. For over 20 years John served as a Visiting Professor of Urban Planning at the Georgia Institute of Technology. For 30 years, 1969 to 1999, John worked for the City of Atlanta Planning Department and Fulton County Planning and Finance Departments.

Larry Keating, PhD, FAICP Consulting Associate
As a Professor Emeritus of the Graduate Program in City and Regional Planning at the Georgia Institute of Technology, Dr. Keating has over 30 years of experience as principal faculty member involved in housing and community development. His research clients have included national organizations such as the Urban Land Institute, US HUD, the National Association of Homebuilders, the Community Services Administration and the Fannie Mae and Ford Foundations. In addition, Dr. Keating has consulted with and performed research for state and local governments, local and regional housing authorities, community-based nonprofits, nonprofit fair housing organizations and over thirty community and neighborhood groups.
Dr. Keating holds a Ph.D. in Urban and Regional Planning from the University of Wisconsin – Madison and Master and Bachelor of Architecture degrees from the Virginia Polytechnic Institute and State University.
