John Matthews is an affiliate of Marketek, Inc. whose experience includes over 30 years in financial studies for public sector and private sector projects. His primary focus has been on understanding the fiscal implications of public and private development on local government revenue and expense, with a goal of reducing public risk associated with redevelopment. John has engaged in preparing and reviewing financial models for private sector developments and public/private joint ventures. As a consultant, John has undertaken studies including financial feasibility of a proposed community and conference center in a small Georgia town, feasibility of joint public/private transit oriented development, fiscal feasibility of municipal incorporations and annexations.
John has recently retired as a Visiting Professor in the Public Management and Policy Program at Georgia State University and as a Senior Research Associate at the Andrew Young School of Public Policy, Fiscal Research Center at GSU. For over 20 years John served as a Visiting Professor of Urban Planning at the Georgia Institute of Technology. For 30 years, 1969 to 1999, John worked for the City of Atlanta Planning Department and Fulton County Planning and Finance Departments.
